Responsibilities

You will assist the Commissioner of Charities (COC) to oversee the regulation of a 2,000 strong charity sector to ensure that they are well-managed and accountable. You will lead in the intelligence gathering and investigation of regulatory-related offences and complaints of mismanagement or abuses, as well as review, recommend and take appropriate actions. You will work with Sector Administrators and relevant Ministries/ government agencies to review the regulatory framework to enable charities to function effectively while protecting public’s interest. You will also lead the secretariat to the Charity Council to promote a culture of good governance and informed giving. You will spearhead the efforts to systematically build up the charity knowledge by monitoring trends and developments locally and internationally, and networking/dialoguing with the charities to better understand ground realities, and lead and influence in the efforts to strengthen and promote the charity sector.

In addition, you will be responsible for leading and managing a staff of 20, supervising the daily operations and overseeing the various corporate functions of the Charities Unit. You will also provide direction and guidance to the staff in the Sector Administrator to harmonise regulatory stance and co-ordinate the effort to develop the charity sector.

Requirements

You should have a good university degree in any discipline, with at least 10 years of experience preferably in regulatory, investigative or audit work. In addition, you should also have at least 5 years of supervisory experience. You should have strong analytical and organisation skills, and able to think strategically to pre-empt and manage any potential issues of concern or contention, as well as good interpersonal and communication skills. You should be mature and steady, with a keen sense of observation and sharp investigative instincts and able to deal with challenging situation with composure and decisiveness. A confident self-starter who is able to work independently.
